Fallout shelter meaning
The fallout-shelter sign is the marker of the U.S. civil-defense shelter program, issued in 1961. Three triangles sit in a circle. Robert W. Blakeley of the Army Corps of Engineers is the designer usually credited. The sign means a surveyed shelter, not safety in general. Later games borrowed it.
Three triangles in a circle, meaning a place rated to keep fallout out.
The name. Fallout is the debris of a nuclear explosion that falls back to earth. A shelter, in this program, is a building surveyed and stocked to reduce exposure to that debris. The sign marks the building. It does not mark a bomb.
Where it comes from
In the early 1960s the United States surveyed buildings that could serve as public shelters if a nuclear attack produced fallout. The marking had to be visible, simple, and distinct from the radiation trefoil. The trefoil means a hazard. A shelter is a claim of protection, and using the hazard mark would have said the wrong thing. The adopted sign is three triangles inscribed in a circle, printed in black and yellow. Robert W. Blakeley, working for the Army Corps of Engineers, is the designer credited with the form. The program stocked some of the marked rooms with rations and water and left a generation able to recognize the sign on a school or a courthouse. Many of the rooms were basements. The sign did not make the basement a fortress against a nearby blast. It marked a calculation about fallout, distance, and time. The lexicon draws the three triangles. It does not reproduce a government print specification stroke for stroke.
Modern
Shelter is not the trefoil
The Office of Civil Defense considered using the radiation symbol and rejected it. A shelter is where you go. A trefoil is what you stay away from. Collapsing the two marks is not a small graphic error. It reverses the instruction. The triangles are a different drawing for that reason. They are also, now, a period piece. The program that posted them is not the program that runs emergency management today. The signs remain on some walls because paint outlasts policy.
A hard history
The sign belongs to a plan for nuclear war. The rations and the biscuits and the drills were preparations for an attack, not folk crafts. A nostalgia for the graphic should not be a nostalgia for the plan.

A shelter sign as a setting
Fallout (game, 1997)
The Fallout games take the American shelter program as a style and a premise. The three triangles, or a close variation, mark a world in which the war the sign was about has already happened. That is a later reader. The 1961 sign was posted so people might survive a war that had not come. The games are entertainment set after the failure of that hope. They are allowed to quote the mark. They do not become the source of it. The source is the civil-defense survey, the Corps of Engineers, and a year in which basements were counted.

When Putin spoke of nuclear weapons, Narro posted the sign to 're-create that space of safety', calling the three yellow triangles 'a sacred image of safety' from childhood.
